The Crisis Accommodation Program Guidelines

The Crisis Accommodation Program (CAP) was introduced as an Identified Program under the CSHA in 1985 and has been viewed primarily as a ‘bricks and mortar’ response to homelessness.  CAP has traditionally funded the construction or acquisition of buildings for Supported Accommodation Assistance Program (SAAP) funded services for use as shelters, crisis accommodation, and medium term housing for people in transition from crisis to longer term more stable accommodation options.

 

The program has evolved into a broader program that supports a range of homelessness assistance services and initiatives such as a mix of capital units and short-term leases, a range of partnerships with outreach support services and other flexible short-term accommodation assistance.
