Draft Planning Agreement
The Minto Renewal Project has been determined by the Minister for Planning to be a Major Project under the State Environmental Planning Policy (Major Projects) 2005.
This means that the Minister for Planning is the approval authority for the project under Part 3A of the Environmental Planning and Assessment Act 1979. The environmental assessment of the project has been delegated to Campbelltown City Council.
To ensure the proper implementation of the objectives of the project, a suite of planning documents has been developed including:
- A Concept Plan, which will guide further planning approvals for infrastructure and subdivision
- A Development Control Plan, to provide building guidelines for Minto in line with the Concept Plan
- A Local Environmental Plan, to rezone land in Minto in line with the Concept Plan
- A Planning Agreement, to ensure that public areas such as parks and roads are in line with the Concept Plan

Department submitted its Project Application for the Concept Plan |

Campbelltown City Council issued Environmental Assessment Requirements for the project. |
| 7 November 2005 |
The Department submitted the Environmental Assessment for the project. The submission included a draft Statement of Commitments for the project (included in the main Environmental Assessment report) and a draft Planning Agreement. |
16 November 2005 -
16 December 2005 |
The Environmental Assessment displayed by Campbelltown City Council. A number of submission were received and subsequently addressed by the Department. However, it was considered that due to the minimal amendment required to the Concept Plan, a Preferred Project Report was not necessary. |
| 18 April 2006 |
Campbelltown City Council recommended the approval of the Concept Plan to the Minister for Planning.
