Airds Bradbury Renewal Project

The Airds Bradbury Renewal Project involves the comprehensive renewal of the Airds Bradbury social housing area, near Campbelltown, over the next 15-20 years.

 

The renewal project is expected to transform the original 1470 social housing homes into a sustainable mixed income community of over 2000 homes where 30% will be social housing.

 

The NSW Government announced on 30 November 2011 that it was inviting Expressions of Interest (EOI) from the private sector to enter into a Public Private Partnership (PPP) to deliver the Airds Bradbury Renewal Project.

 

The PPP will deliver the full range of services necessary for the project – finance, design, refurbishment, construction, acquisition, maintenance, sales, community engagement and development. Tenancy management will be provided by a registered community housing provider.

 

Expressions of interest (EOI) were called in March and closed on 3 May 2012 with three responses being received. The response from two of the proponents: the Australand Partnership and the Riverside Partnership represent well developed submissions from experienced industry players. The members of each of these consortia are:

Australand Partnership

  • Australand Holdings Limited (lead participant, sponsor, equity provider, developer, builder)
  • BlueCHP Limited (community housing provider)
  • Argyle Community Housing Limited (community housing provider)
  • The Benevolent Society (community renewal services provider
  • Eden Brae Holdings Pty Ltd, (builder)
  • Elton Consulting Group Pty Ltd (community engagement adviser)
  • Hume Community Housing Association Company Limited (community housing provider)
  • Transfield Services (Australia) Pty Ltd (facilities manager).

Riverside Partnership

  • Bilfinger Berger Project Investments Pty Ltd (lead participant, sponsor and equity provider)
  • Commonwealth Bank of Australia (sponsor and equity provider)
  • Devine Limited (developer/builder)
  • Spotless Facilities Services Pty Ltd (facilities manager)
  • St George Community Housing Limited (community housing provider)
  • UnitingCare Burnside (community services renewal provider)

The third submission was received from ProjectCorp Australia Pty Ltd, a building contractor. This submission detailed the experience of the proponent in general building contracting.


An evaluation panel made up of senior staff from the Land and Housing Corporation, Housing NSW, NSW Treasury along with an independent are assessing the EOI responses. Pending Government approval to proceed, it is anticipated that an announcement of the outcome of the EOI evaluation will occur in July 2012.

 

Housing NSW understands that the Airds Bradbury Renewal Project will have a big impact on residents and their families and is working with the community and stakeholders to keep everyone up-to-date during each stage of the project.

 

During 2009 and 2010, Housing NSW consulted with local residents about their ideas for the future of the area at OutLOUD community events. The process as recognised by the International Association for Public Participation as The Project of the Year in 2010.

 

Since then, Housing NSW has finalised an integrated master plan called a Concept Plan (PDF file, 527KB) which includes proposals for:

  • the construction of around 1,100 new homes, with 300 set aside for social housing
  • new road entrances and better connections within Airds Bradbury
  • retention of a water feature within the ‘town centre’
  • conservation of important bushland
  • improvements to the local shopping centre
  • relocation of two playing fields from Kevin Wheatley Reserve to a new park and improvements to Riley and Merino Parks.

The Concept Plan has been on public exhibition and is currently being reviewed by Campbelltown City Council. It is expected to be approved by early 2012.

 

Housing NSW has been working with the local community and agencies to implement a number of project and activities including:

  • community markets in Airds;
  • weekly fruit and veg co-operative for residents;
  • establishment of a Men’s Shed;
  • landscaping and public art around the Airds Pond and
  • support for local volunteers through the Community Change Makers program.
