Housing NSW works collaboratively with many government and non-government agencies to implement strategies to prevent and reduce homelessness.
This partnership work is the responsibility of Housing NSW’s Homelessness Unit.
NSW Government’s five year plan to tackle homelessness
The NSW Homelessness Action Plan, which outlines the direction the State Government will take to tackle homelessness over the next five years, was launched on Sunday 2 August 2009. The Plan contains a broad range of actions that focus on specific target groups that are homeless or vulnerable to homelessness and will help up to 4,350 homeless people or people at risk of homelessness to access or maintain long term accommodation in its first full year of implementation. The Plan is structured under the following three areas:
- preventing homelessness
- responding effectively to homelessness
- breaking the cycle.
A critical factor to the success of the Plan is the substantial increase in housing that is underway through the National Partnership Agreement on Social Housing and the Nation Building and Economic Stimulus Plan.
The implementation of the Plan is now in its second year. The achievements of 2009/10 are highlighted in the first Homelessness Action Plan Report Card:
National Partnership Agreement on Homelessness (NPA)
The NSW Homelessness Action Plan incorporates activities funded under the National Partnership Agreement on Homelessness. Under the National Partnership the NSW and Australian governments will jointly invest an additional $284 million to tackle homelessness over the next four years.

Regional Homelessness Action Plans
The NSW Homelessness Action Plan sets the direction for state-wide reform of the homelessness service system to achieve better outcomes for people who are homeless or at risk of homelessness. A key component of the NSW Homelessness Action Plan is the development of Regional Homelessness Action Plans.
Regional Homelessness Action Plans:
- include a detailed profile of homelessness in each area and the service system
- identify priority locations within each Plan
- enable services, community organisations, people who have experienced homelessness and the broader community to provide input into the implementation of the NSW Homelessness Action Plan at a regional and local level
- are integral to the development of the National Partnership on Homelessness NSW Implementation Plan for 2010 – 2013.

Evaluation Strategy of the NSW Homelessness Action Plan
NSW is committed to the evaluation of initiatives in the Homelessness Action Plan (HAP) and National Partnership Agreement on Homelessness (NPAH). The purpose of this evaluation is to contribute to the evidence base and provide valuable input into the future service development, improvement and planning of the homelessness sector. The HAP evaluation includes a self-evaluation for all 100 projects. Specific projects that are using different services models will undergo a more detailed evaluation.
