The Department funds its operations through rental income, funding under the Commonwealth State Housing Agreement (CSHA), other state government funds and interest income.
During 2005–06, the Department introduced a number of reforms under “Reshaping Public Housing” which included additional rental charges for tenants on moderate incomes and recovery of water charges from tenants. These reforms were effective from December 2005, with implementation in the 2006–07 financial year.
The increase of $38m in Repairs and Maintenance in 2005–06 relates to the implementation of the Maintenance Reform Program in 17 Teams across the State.
The increase of $59m in Other Expenses in 2006–07 mainly relates to additional interest and financing expenses of $10m, and unspent funds carried forward from 2005–06 for various projects/initiatives under New Products and Services Initiatives.
